DILG-6 bats for GMAC reorganization in barangays
Interior and Local Government Regional Director Evelyn A. Trompeta asked barangays to consider the reorganization of their respective Gabay sa Mamamayan Aksyon Centers (GMACs) in the hope that this program will continue to benefit communities.
In a memorandum issued in January this year, Trompeta directed DILG officers in the region to advocate for GMAC reorganization following changes in barangay officials brought about by the elections last October 29, 2007.
From 2005 to 2007, DILG Western Visayas conducted an annual Search for Model GMAC identified best practices and innovations in this program throughout the region. The search further improved the performance of provincial nominees through a feedback session with evaluators during the field validations.
New and unique ideas of implementing the program, such as the designation of a permanent GMAC officer in the case three-time regional champion Barangay New Poblacion, Buenavista, Guimaras, ensured that a competent person is always at hand to serve GMAC clients. Other outstanding GMACs also took it upon themselves to guide clients through the whole process of civil service applications and initiate activities related to the service areas. Still others brought GMAC information services for their sitios so as to ensure that updated and reliable information on government programs and services would reach as many people as possible.
People from areas with functional GMACs, especially those in the far-flung barangays, voiced out their appreciation of the program which facilitated their transactions with local and national government agencies, as well as saving them time, effort and money from going back and forth in order to complete their transaction. Even local officials and functionaries praised the program for ensuring that people who transact with the LGUs already have complete documents and requirements, thus speeding up processing, and therefore increasing the number of clients that LGUs can serve in a given day.
