Pagdayaw 2008
On December 17, 2008 DILG Region VI recognized the best local government performers of Western Visayas through the Pagdayaw 2008 Awards Ceremonies held at the Kalantiao Hall of Sarabia Manor Hotel and Convention Center, Iloilo City. The well-attended event also formally launched the EXCELL (Excellence in Local Governance) Search for Best LGUs. Keep an eye on the articles that shall follow soon.
Cabatuan pilots LRED in Iloilo
The municipality of Cabatuan shall pilot the implementation of the Local and Regional Economic Development (LRED) for Iloilo Province. A Memorandum of Agreement was signed recently between Mayor Ramon C. Yee, the Department of Trade and Industry and the German Technical Cooperation Agency (GTZ) to formally launch the program in the municipality.
LRED is a participatory planning and implementation process that aims to mobilize local resources in order to stimulate greater economic activity and foster local development. It is one of the major interventions of the SMEDSEP (Small and Medium Enterprise Development for Sustainable Employment) Program, a development cooperation between Philippines and Germany, which aims to improve the business and investment climate for SME in the Philippines, especially in the Visayas.
Per invitation from the GTZ, DILG Western Visayas sent three technical personnel to the Training of LRED Facilitators conducted on November 23-29 at the Hotel del Rio, Iloilo City. The said personnel, LGOO Vs Grace Natalie Azarraga (MLGOO, Oton, Iloilo), Roselyn Quintana (Iloilo City) and Anna Carolina Jardiolin (Technical Services Division, Regional Office) underwent the LRED processes with the end in view of advocating the program to the LGUs.

Field and regional office personnel of the DILG underwent a series of orientation-workshops as part of the retooling process.
Module I, conducted on November 17-19, 2008 with Prof. Jigger Latoza of the University of San Agustin as resource person, centered on program packaging and project proposal writing. Module II (November 20-21) tackled Local Legislation and was lectured by Assistant Secretary for Administrative, Legal and Human Resource Development Atty. Genaro Jose Emeterio S. Moreno, OSD Chief Ma. Calpiza Sardua, and regional legal officer Atty. Ferdinand Panes.
A third module on Continuing Legal Education shall be conducted on December 15-17, 2008./adj
DILG girds for all-out CBMS implementation in 2009
A set of DILG trainors from all over the Philippines were capacitated recently in preparation for the full-scale implementation of the Community-Based Monitoring System (CBMS) in the whole country.
In Western Visayas, LGOO V Anna Carolina Jardiolin and Admin. Aide Leonard Ryan Panelo underwent Trainers Training on CBMS Module I (Data Collection and Field Editing) and Module II (Data Encoding and Map Digitizing) conducted by the Bureau of Local Government Development.on October 20-24, 2008.
Also, DILG Regional Director Evelyn A. Trompeta led the Region 6 contingent in the Regional Forum on CBMS conducted in Cebu City on November 6, 2008 for DILG regional and provincial directors, governors and provincial planning and development coordinators. The activity sought to thoroughly explain the program to the participants and solicit their commitment to cooperate for the implementation of CBMS in their respective areas. Read more
DILG conducts CICL seminar to officials
The DILG, in partnership with the National Juvenile Justice and Welfare Council (NJJWC) and the Department of Justice (DOJ), conducted a two-day Orientation Seminar on Juvenile Justice and Welfare Act (RA 9344) on October 28-29, 2008, Crown Regency Hotel, Guadalupe, Cebu City. The Visayas Cluster Orientation Seminar was attended by Regional Directors, Focal Persons on Children’s Concerns, Provincial and HUC Directors from Regions VI, VII and VIII.
In his opening message DILG ASec. Joselito R. Ruiz stressed the crucial role of the department in addressing issues concerning Children in Conflict with the Law (CICL) particularly at the local levels. This orientation-seminar aims to orient participants with the salient features of Republic Act 9344 and develop and define the roles of DILG officers in providing technical assistance to LGUs in the implementation of the Juvenile Justice and Welfare Intervention and Diversion programs for CICLs.

Benchmarking workshop seen to enhance provincial operations
There were a total of 18 participants composed of 10 Provincial Directors, 5 OIC Provincial Directors, 1 Division Chief, 1 Assistant Division Chief, and 1 Regional Information Officer.
During his keynote address, Assistant Secretary for Regional Operations and concurrent Asec. for Plans and Operations Eubert F. Gutierrez emphasized on the need to develop the competencies of field officers to the maximum level in order to ensure that the DILG performs at its peak at all times.
ASec. Gutierrez reminded that the DILG organization should be people-centered, as the quality and capacity of the personnel therein is one important capital for delivery of the department’s services. He challenged the participants to continue the dynamisn, to be human and to be liberal. Owing to his long stay in the department, ASec. Gutierrez said that he wants to assist the SILG in the implementation of plans and meeting all challenges that are being posed for the DILG. He lamented that there is a rapid turnover of experts in the Department due to retirement of personnel, therefore the current crop of leaders should be ready to meet those challenges.
He reminded the participants to come up with the structure that shall become part of the Department’s policy, as the results of the workshop shall be incorporated therein. It was important, he said, to come up with results that are dynamic and flexible, improve the structure, as well as define the standard of procedures that are applicable to all regions. /adj
Tanod 2008 Awarding
The awarding ceremonies for the 2008 Search for Outstanding Barangay Tanod shall be held at the Fountain Area, Robinson’s Place, Iloilo at 1:30 PM, September 7, 2008 (Sunday). This is the highlight of the celebration of the National Crime Prevention Week.

DILG-6 bats for GMAC reorganization in barangays
Interior and Local Government Regional Director Evelyn A. Trompeta asked barangays to consider the reorganization of their respective Gabay sa Mamamayan Aksyon Centers (GMACs) in the hope that this program will continue to benefit communities.
In a memorandum issued in January this year, Trompeta directed DILG officers in the region to advocate for GMAC reorganization following changes in barangay officials brought about by the elections last October 29, 2007.
From 2005 to 2007, DILG Western Visayas conducted an annual Search for Model GMAC identified best practices and innovations in this program throughout the region. The search further improved the performance of provincial nominees through a feedback session with evaluators during the field validations. Read more
